SPAREX results 2011-2014

presents the ACHIEVED RESULTS of our project according to the planned results of the SPAREX research, as defined in the project proposal:

–          scientific articles to be published in peer-reviewed and internationally indexed academic journals;

–          a collective edited volume with selected studies undertaken within the project to be published at an academically recognized publishing house;

–          a policy paper with recommendations regarding the studied topic to be distributed at relevant governmental bodies, non-governmental stakeholders, European institutions with responsibilities in the fields of social exclusion, human rights, social policies and regional development, and also to academic institutions;

–          a documentary film linked to the empirical research that can be useful for civil society organizations, academic institutions, governmental and EU institutions working in the fields of social exclusion, human rights, social policies and regional development;

–          participation on international conferences;

–          participation on international film festivals with the documentary film produced by the project;

–          public conferences in Romania (with the aim of disseminating project results for academics, policy makers, activists).

 

Analysis of Polish and Slovak national and regional newspapers [Michal Buchowski and Bartosz Wiśniewski]

This report aims to research the public discourse on the Roma in Poland and
Slovakia. The following analysis is particularly useful in combination with a previous
report on the assimilation of the Roma population in Poznań (available at SPAREX
website). According to the initial assumptions I analyzed resources at the local and state
level, that is, for Poland: national media – Gazeta Wyborcza and Rzeczpospolita, two local
newspapers – Gazeta Wyborcza Poznań and Glos Wielkopolski as well as Roma
associations websites – Foundation Behtałe Roma at the local level and the Association of
Roma in Poland at the national level. Official documents were also helpful during the
analysis, especially “Reports on the implementation of the Programme for the Roma
community in Poland” in national and local variations.
In the case of Slovakia, SME and PRAVDA were taken into account as
representative national newspapers, on the local level I chose the electronic edition of SME
– kosice.korzar.sme.sk and Novinky. The analysis included websites of the Milan Šimečka
Foundation, Nadácia Otvorenej Spoločnosti (Open Society Fundation), Smile as a gift in
Košice, and government documents, such as the “Strategy for development of
marginalized people” and the “Strategy concerning relations with marginalized groups”.

Roma-Poland & Slovakia

Analysis of Italian and French national newspapers [Giovanni Picker]

This is an analysis of national media discourse on Roma in Italian and French urban
contexts over thirteen years (2000-2012). It aims to provide SPAREX colleagues with an easily operationalizable short analysis contributing to set their ethnographic cases in a wider comparative framework. To this end, I analysed two newspapers, one conservative and one progressive, of each country, selecting all articles focusing on Roma (and related names) and the wide notion of urban space, disaggregated in several issues such as housing, evictions, demonstrations, etc.

Introducere în cercetarea SPAREX și rezultate preliminare

Acest material prezintă (1) abordarea cercetării noastre; (2) materialul empiric colectat de-a lungul primei etape a proiectului legat atât de contextul instituțional și discursiv național și global al marginalizării socio-spațiale a romilor, cât și de realitățile locale (surprinse prin interviuri, observații și fotografii în orașele Cluj, Tg. Mureș, Miercurea-Ciuc, Călărași, Ploiești); (3) lista articolelor produse de membrii echipei despre cele din urmă, dar și despre discursul public din opt țări, relevant fenomenului studiat, precum și un set de recomandări de politici publice privind dezvoltarea teritorială incluzivă și comunitățile marginalizate de romi. Aceste rezultate preliminare ale proiectului SPAREX, dar și studiile premergătoare ale membrilor echipei care ne ajută în contextualizarea materialului empiric adunat prin instrumentele sale, constituie bazele continuării muncii noastre, în particular a producerii unor studii ce vor fi publicate în reviste de specialitate și într-un volum comun, și prezentate la conferințe internaționale.

În completare, câteva idei despre reperele conceptuale ale abordării SPAREX (în special ale înțelegerii relației dintre social și spațial) și concluzii preliminare parțiale privind tipologia proceselor de formare a spațiilor locative marginalizate, cauzele acestora, precum și segregarea spațială ca manifestare și cauză a excluziunii sociale.

Media representation of Roma in Romania. Preliminary notes [Iuliu Kozák]

Media representation of Roma parallels the developments that push Roma to the margins of the society. Data from active watch and media monitoring show that Roma are negatively represented by the media, although neutral representation tend to increase (Presei 2006). There is a high social majority consensus on
how events, problems should be depicted and presented, and how to fit Roma in this presentation. However, regarding our special topic on evictions and housing, there is more ambivalence. On the one hand, there are representations that reproduce majority consensus, depicting Roma as villains, undeserving habitants of space, unfriendly and bothering neighbors. On the other hand, some, fewer of course, articles portray Roma showing more concern for them. In this article, I will sketch this ambivalence by concentrating on a single case: the eviction of Roma from Coastei street from Cluj-Napoca and their relocation to Pata Rat.
